Who ripped off "Downtown?"

I was jogging at my health club's indoor track today. They pipe in a contemporay radio station. A song came on and musically it's the chorus to the old Petula Clark hit.... note for note.I'm sure whoever wrote the song did it unintentionally... no self-respecting young writer would steal such an "uncool" tune. I couldn't hear any of the words...does anyone have a clue what this could be?

Ahh,.. I heard the song on TV a week or two ago and it is instantly recognizable, but I couldn't say who was singing it or anything

idnt know anything of this rip-off but 'Downtown' is a great song [the french version as well, Dans Le Temps].
