I hate these "best of" lists. I would say the best albums (as in every song jams, and I could never pick just one) in my opinion are:

Jedi Mind Tricks - Violent By Design
Scarface - The Diary
Raekwon - Only Built 4 Cuban Linx
Jurassic 5 - Quality Control
Del, Dan, and the Kid - Deltron 3030
Dr. Octagon - Dr. Octagonecologyst
Aesop Rock - Labor Days
2Pac - All Eyez on Me
Dr. Dre - The Chronic
Cunninlynguists - Southernunderground

I will stop at ten. To many great albums to be just one that is best. (unless you're a fan-boi)

Too many missing for my liking. De la soul's 3 feet high and rising was THE album of it's time, and it's legacy and influence still shines today.
