PA purchase assistance

Hey guys, long time no post.

I'm looking to buy a PA for performance, my price range is probably anywhere up to $500, but more comfortable in the $300 range. The problem is that I'm not really sure what I should be looking for? What are the important qualities I should use to thin out the prospective sellers?

Also, what's an acceptable wattage for speakers? At how many watts does 'really loud' start?
