Honestly, you're not going to find a whole lot at that price.
I'm not being snobby at all here, but I haven't actually used something that cheap, so I really have no idea what kind of quality you can expect, but I was able to find these.
Personally, these look like the best deal for someone starting out as they comes with software as well:

That said it doesn't look like they come w/ any MIDI I/O, so if you're planning on doing any MIDI work those won't help you.

Honestly, you'll probably be a lot happier if you can try to save up another hundred or so, if possible and get something one step up. You'll get a lot more for your money - but, if you absolutely need something now, those will probably work well enough.
