I hope your not implying that 'Chill Out' gave a 'chillout' genre reference. I think Chill Out is a commercial name for anything remotely downbeat or slightly ambient. If you want to know about the person that coined the term 'ambient' (for the context I'm speaking of) look at Brian Eno.

I don't know who 'initially' coined the phrase chillout, but as I said in my previous post, I believe it's just a commercial way of saying anything 'downbeat or ambient with a good groove'. That's why you see all these mix cds with various artists that say 'chillout'. It's not a genre, it's a general label for a few styles of electronic music.
