If I HAD to pick one, I would say Black..
The White Stripes are coming to my town.. The only international band playing in our city (Hobart, Tasmania) EVER.. Im not going though :P

If it's just between Frank Black and Jack White I guess I'd go with White. Although I like the Pixies better it's not soley for Frank. But the White Stripes don't really operate without Jack.

The Pixies do not "operate" without Francis either- you should consider all of Black's material when making your judgement (though not necessarily ona quantitative measure as then Black would of course win hands down).

I could've sworn the Pixies have had shows without Frank, whether it be for personal reasons or illness or what not. Which is now what I mean by operate.

that sounds very unlikely to me as he was more or less the "leader" of the band. he was the one who disbanded the band too, by sending the others a letter or something like that. and he wrote most of their songs.
