Well it depends on what kind of music you want to compose. If it's strictly "Electronic", then Fruityloops is a good start. You also tons of VST-i instruments that "plug in" to FL or any other supporting sequencing software. You could also check out "Reason", not a fav but there's so many refill packs available. If you play an instrument and you want to plug into your PC and play along with loops than I would recommend "AcidPro" or "Cubase".
Snoop around the forum, this question has been asked before. You'll find other suggestions with feedback.
