Any best of list than has two or more entries by the same artist is invalid by default.
Anyway this list is basically popular alt. rock acts of the past 20 years with some hip hop added for diversity's sake, and ranked pretty illogically(its like 2 rap albums for every 10 others).

we know about SPIN magazine because its "popular".
SPIN magazine attracts consumers because the artists in their magazine are "popular".
This is why all the top # lists will have "popular" artists in them.
example: Aphex Twin is not mass media popular, therefore it will not appear on the list.

well, since it was bumped, i might as well add my two cents.
i think that's a pretty wicked list. i would have arranged it quite a bit differently, but i think every album on that list is deserving. i agree with what people have said, but to call the list horrible from those few criticisms is glib.
however, i'll add:
moon and antarctica/good news > lonesome crowded west
