Well, I have the answer.
This event concerned the boundary with Alaska, and involved the U.S., Canada and Great Britain. What made this situation even more serious was the recent discovery of Gold in the Yukon region. The three countries agreed to a High Commission in 1898, which failed. Over the next couple years they continued to try to find something, which would settle the problem. Canada and U.S. would not agree to the others method to settle the issue. They were however close to finding a compromise of some sort.
President McKinley was assassinated on Sept. 14, 1901, and TR became President.
In 1901 Great Britain, who was now involved in the Boer War needed the U.S., so they let the U.S. build the Panama Canal. The Canadians wanted to use the Panama Canal as a bargaining chip over the boundaries. TR being TR, now sent 800 troops to Alaska and told the British “I am going to be ugly�.
At this point, Canada was forced to agree to a 6 man panel to arbitrate the issue. It was supposed to be made up of impartial people from each country. TR once again being TR stacked the deck with 3 partial people, which included the Secretary of State. They were given instructions by TR not to compromise.
Canada had two members of the panel and Great Britain had one, since Canada could not make foreign relations decisions on their own yet. Britain wanting to keep good relations with the U.S., voted with the U.S. As you can imagine, the Canadians were not happy campers.
There you have, Teddy Roosevelt’s Guns. Now, what any of this has to do with the rest of track 4 is anyone's guess.
