The Smiths, "There Is a Light that Never Goes Out", "I Know It's Over"
Elliott Smith, "Twilight", "Needle in the Hay", "The Biggest Lie"
Beach Boys, "Sloop John B" (though there's a sadder version by Yo La Tengo on line)
Songs: Ohia, "Two Blue Lights"
Lali Puna, "Scaryworldtheory"
The Postal Service, "This Place Is a Prison"
Nirvana, "Heart-Shaped Box"
Manic Street Preachers, "Suicide Is Painless", "The Small Black Flowers that Grow in the Sky", "4st 7lb"
Neil Halstead, "Hi-Lo & in Between"
Julie Doiron, "Don't Ask"
Moondog Jr., "Jintro & the Great Luna"
Zita Swoon, "Song for a Dead Singer"
The Delgados, "All Rise"
Eels, "Elizabeth on the Bathroom Floor", "Wooden Nickels", "Dead of Winter", "Going to Your Funeral pts 1 & 2", "Climbing up to the Moon", "3 Speed"

don't know if they're usable though...

I guess it depends why someone is committing suicide, but I find these songs to be sad:

Cat Power - Colours And The Kids
Willie Nelson - Stardust
Simon & Garfunkel - Bridge Over Troubled Water
Ben Folds Five - Brick
Neil Young - The Needle And The Damage Done
Beatles - Hey Jude, Golden Slumber

That’s the best thing about music. It’s kind of a search.

I've always thought that Pere Ubu's "Final Solution" would make a great suicide soundtrack. It might be what ur looking for because it's specifically about a misfit teen that decides to end it all.

some more:
Low, "Little Argument with Myself", "Last Night I Dreamt that Somebody Loved Me" (Smiths cover, but I happen to prefer this version), "Because You Stood Still"
Tindersticks, "Another Night In", "Talk to Me"
Tom Waits, "Invitation to the Blues"

Sigur Ros, Mogwai, Explosions In The Sky and other post rock bands are good for soundtracks as well...

Four Tet, "And They Look All Broken Hearted"

Jeff Buckley, "Murder Suicide Meteor Slave"

The Misfits - Cough/Cool (I would use this song for a non-dialogue scene)
The Pixies - Gouge Away
Slayer - Desire (just for the song's intro)
Joy Division - Love will tear us apart

I don't suggest putting all mellow and depressing songs though because music in movies sets the mood for the audience, and if its mellow all the time they are gonna feel like shit after the movie.
