My personal view is that you should immediatly try to learn with a powerful software... If you don't, you'll never try to upgrade.
First :
ProTools and
Cubase are the very best ones. Anyone saying the contrary is either stupid or ignorant.
NotaBene : If you want to run a ProTools, you need a special soundcard (or simply Win98 for ProTools lite) called MBox.
Fruity Loops Studio is a powerful tool for beginners. It's a kind of (very very very) light version of ProTools.
You should also give a try to
Propellerhead Reason, or things like that... It's like having a synthesizer. You can do many sorts of things with it...
And if you only want to work with samples, why don't you try a simple sequencer, like
Magix Music Maker (it's the one I use... it's very limited but I work really fast with it) or maybe some
E-Jay softwares...
