The Residents' music is often creepy. Godspeed You Black Emperor and other post rock bands can also be somewhat creepy. I'll second Seba's small list of Swans, Bauhaus, and Einstürzende Neubauten as well.

as long as you are playing videos, the video for "As Above So Below" by Behemoth was a little strange. The music isn't creepy, but put that sucker on mute. Some weird stuff in parts of that video. You want creepy, check out The Man in Black's two prison recordings, At Folsom Prison and the follow up At San Quentin.
The creepy part is hearing the most hardcore of California prisoners laughing & cheering when Cash sings about things like shooting and murdering someone, drugs. As well as about the prison and police.

The creepest part would be when they go crazy when he sings these lyrics in Folsom Prison Blues.
But I shot a man in Reno,

As well as these lines from Cocaine Blues
Early one mornin' while makin' the rounds

I went right home and I went to bed
I stuck that lovin' .44 beneath my head
It's interesting that he sings 25 Minutes To Go at Folsom but not San Quentin, were they executed/execute prisoners in California.
