Where did you get the idea that musicians qualifying as "jam bands" aren't playing a form of rock music? The style itself developed directly from '60s psychedelica and '70s fusion/jazz rock...beyond that, Phish employ plenty of rock and pop conventions in their music; they may not be immediately familiar to fans of verse/chorus/verse pop-rock, but it's certainly rock music in many of their chord progressions, vocal stylings, and most of all, guitar playing and drumming...
...to put it simply, they're certainly not classical, they're not in any way avant-garde, the jazz community would never think of including them in a discussion of modern jazz or even fusion for that matter, they hardly qualify as blues-men, country boys, or folk stars, and they're about as electronic as kenny wayne shepard...thus, they are a rock band, and if you dissagree, your definition of rock must be horribly limited...
