That's hard to do. Some frontmen are not necessarily gifted, but I do like their voices (Ozzy, Leonard Cohen).

The three way tie at the top is because all three of them were with Floyd, they were all great, but needed each other for example, Gilmour and Wright on Us and Them, they needed each other. Thats why I have a three way tie.
