Dr. Dre only produced two of 2Pac's songs, "California Love" & "Can't C Me".

Biggie for me, I see the reasons for picking Tupac but Biggie is just a personal favorite.

2Pac was a charismatic character, but his music leaves alot left to be desired. He had one hit early on, and then got a few with Dre, but other than that most of the rest is just annoying, tedious rants.
Now Biggie has the delivery, the style, and for a big guy he can put on a great show. Biggie was easily the best rapper, but 2Pac was more of a politicized type of rapper. My choice is Biggie, but they are both good in their own ways. Heck, some colleges are actually offering courses on 2Pacs work, however miniscule it is.
