Iggy & the Stooges are the most underated I'd say. One of the best ever and not popular. Some others are The Cramps, Squad Five-O (especailly the albume Late News Breaking), Woody Guthrie (The vice king of folk right behind Bob Dylan), Blind Melon, Styx (They only get a bad rap cuz critics are synical bastards), After the Order, and Joan Beaz (The queen of folk)

I always thought the general public didn't get enough exposure to the Grateful Dead.

Not as much underrated as forgotten: Mr Five by Five, Jimmy Rushing.

System of a Down, (Being my favourite band) are one of the world's Best....And they are underrated by many. Heck, I overrate them too much, my whole room is SOAD-ish, Lol.

I openly and unapologetically admit to underrating System of a Down.

Coheed & Cambria
They're one of the only bands out there that truly is unique. And very talented. One of the reasons they're my favorite band.

With common sense

And everything that you've done wrong
If I could be anything, I would be one medal of honor
For you and everything that you've done right

Maybe "underrated" isn't the perfect word, but King Crimson should have been noticed more.
