Busta Rhymes doesn't have the fastest tongue at all, actually. Neither does Eyedea. Perhaps Busta does in the mainstream, but if you consider all rappers, Twista is the guy to call. His sense of rythm and speed is insane.
Edit: Oh, I'm sorry. I mixed it all up. Of course I meant Rebel XD, and not Twista. Rebel XD is in the Guinnes Book Of World Records under fastest rapper, and from what I've seen of him, I can't imagine anyone being faster. In one of those Guinnes shows on TV, they made him rap a verse, and then they played it at reduced speed, and he nailed every single word.
